Section 36
Rejecting the proposal and canceling the procurement process
(1) The public body may reject the entire proposal or cancel the procurement process in the following cases:-
(a) If all proposals received are not substantially effective in accordance with the terms of reference,
(b) If the selected bidder's cost is substantially higher than the cost estimate and available budget,
(c) if counseling services are not required, or
(d) If it is proved that the offerors have made the offer in concert with each other. But action can be taken on the proposal of the proposer who has not agreed.
